Glancing International

“And why are new technologies of the communication used almost only with business ends? Its architecture is democratic, and its capacity to create networks is deeply social. However, they were mainly reserved for private and commercial uses rather than for teaching or cultural aims. Its democratic and artistic possibilities must be explored and even subsidized.” [1]

Glancing sets out to form and to accompany groups or organizations in different parts from the world, in the use and appropriation of Information and Communication Technologies (ICT); in order to use them as tools to dynamize their communities, as a dialog and interchange resource with other groups, as means of diffusion and resources for the social construction of their territory, for the creation, the collective learning, etc.

Glancing’s purposes is to promote culture as a value for the construction of a more democratic governability, stimulating the real and effective participation of the people and the inclusion of the girls and women, overcoming their auto-conception of “users and/or receivers of help” and transforming it to the one of actors responsible for the transformation of its reality and with capacity of political incidence, through two strategies:

The use and appropriation of the Information and Communication Technologies (ICT) as tools of approach and analysis of the reality, as well as local transformation and international sensitization.

The associationism as strategy of youthful and groups organization and social economy, to contribute to the fortification of the social weave and the local development.

In this sense, Glancing proposes lies in different lines of work:

1. Train and to accompany young people and groups in:

1.1. The uses of ICT to dynamize its communities, to socially construct its territory, to recover and reconstruct its collective memory; and as a resource of dialog and interchange with other groups, to reflect and to learn collectively, and to spread its processes and knowhow.

1.2. The construction together with the groups of management and organization tools within the associationism, to become “agents of transformation of its own reality”, as well as to reinforce the economic dimension of the culture as a development agent.

2. Incorporate the gender perspective, in two lines:

2.1. As an essential element of the work within the groups, facilitating and extending the access of the girls and women to new technologies as a key aspect through a greater inclusion of the girls and women, and a more effective participation in spaces of decision-making.

2.2. As an essential element of organizations facilitating and extending the access of the girls and women in the active life and effective participation in spaces of decision-making.

3. Facilitate the interchange of knowledge, experiences and ICT products, as well as of associationism and organization between groups of Europe, Latin America and Africa.

4. Publish material (theoretical and of practical examples) that collects experiences in all the aspects, so that it can be useful to education and social professionals around the world.

“The place of the culture in the society changes when the technological mediation merely stops being instrumental to get thicken, densify itself and to become structural. Nowadays, technology does not refer to the novelty of some equipment but to new ways of perception and language, to new sensitivities and writings.

What the communicative plot of the technological revolution introduces in our societies is not then as much as an amount of new machines but a new way of relation between symbolic processes -that constitutes what’s cultural- and the forms of production and distribution of goods and services.”
